General Description of Services Provided

Jerry Sullivan formed JSCPM primarily to provide contracting and consulting services for contractors, and developers. We furnished detailed project review and analysis, feasibility studies, conceptual estimates, detailed estimates including quantity take-off with pricing.  Additionally, we provided evaluations of property for suitability for residential subdivision property; construct ability review of property, evaluations of rehabilitation costs of older buildings, and management assistance for smaller construction companies including loan acquisitions and interaction with real estate agents.

    for bonding acceptance
  • Over two year period reviewed contractors and contracts in Western U.S. for bonding company.  Prevented defaults on 6 projects. Interviewed over 50 general contractors for specific projects and prepared reports for surety review department
    of Surety Company from Zurich of North America.
  • Prevented default of contractor on runway and hanger project at major Airport in Southern California. Available for daily
    on-site coordination of communication and scheduling.
  • Investigated several projects for causes of physical defects and inadequate construction.

 

 

 

Inspection of Public Works Projects

  • Onsite inspection of construction for building, installation of pumping facilities, and inspection for
    portion of 36-inch water transmission line in residential area of San Francisco East Bay.
  • Onsite management for cleanup of major sewage pumping facility damaged by overflow caused by defective sensors.  Coordinated installation and recalibration of new equipment.

 

 

 

Supervision of School Construction

     •  Provided on-site supervision of general contractor framing and all sub-trades required for upgrades of
        $ 2.5 million dollar school project for 4 separate structures involving upgrades of electrical, 
        HVAC,structural upgrades, extensive roofing improvements, and
        upgrades of alarm and remote auto controls systems.

 

 

 

Assistance for Construction Lenders

  • Reviewed business plans for several capital projects for major lenders.
  • Checked pro-forma when available, 
  • Developed spreadsheet pro-proforma programs as required to assist lender.

Projects for which Jerry Sullivan had responsibility as either a chief superintendent or a senior level Project Manager
 

Major assignments started with Sondgroth Brothers when Jerry was promoted to fill a position that was available when the general superintendent, Don Patton, left to start his own company.  The five Sondgroth Brothers had three distinct areas of construction, paving, site work for schools and commercial developments The third area was one managed by Tom Sondgroth who promoted Jerry to run his section covering construction for subdivisions, freeways and municipal work.  

As a the superintendent for a general site contractor, Jerry had responsibility to schedule and work with all subcontractors , coordinate subcontractor progress with jobsite superintendents, oversee all superintendents on "responsible for profit and loss basis" , and was in charge of all reviewing all invoices on many on-going projects in various stages of construction .
 

Sondgroth Brothers grew to be a large company. After they sold to a consortium of companies Jerry stayed with the new owners and then left after one year.  Jerry left for a similar position with Perham Brothers Construction, a smaller company that had modeled itself upon, and was closely allied with the original Sondgroth Brothers Construction Co.  More details are available in his detailed resume.  When Perham left the construction field to concentrate on developing a 550 acre site, Jerry was recruited to join Nicholson-Brown who was also an engineering contractor, as well as a general building contractor. Jerry started directly as a project manager of a theater building at University of Santa Clara. Within a short time he was managing the construction 3 to 4 projects at the same time.

The use of the term "Project Manager" is used to describe total responsibility for the project including profit and loss. He reviewed the chief estimator''s final estimate and prepared the job codes for use by the field by the superintendents.  After receiving the list of the subcontractor and suppliers to be used on the projects, Jerry was responsible for writing all subcontracts, purchase orders, and overall scheduling of subcontracts or supplier’s .He was responsible for the performance of project superintendents. He prepared quantities and cost for change orders and negotiated change orders, and was responsible for monthly progress billings
